Company description

Manifiq is building a cloud-based platform and mobile app that streamlines the sales tax refund process for international shoppers visiting Texas — particularly Mexican families and travelers, who make up a major share of retail tourism in the state. The app lets a shopper photograph a receipt, generate a digital refund form, and receive a same-day electronic refund, rather than going through slower, in-person refund counters. The company's broader pitch is to keep that refunded money circulating locally by encouraging it to be spent immediately at local retailers, hotels, and restaurants, layering in a retailer-side loyalty rewards program on top of the refund service itself. The company graduated from the Emerging Industries cohort of Startup Texas, the accelerator sponsored by the Brownsville Community Improvement Corporation (BCIC) in partnership with UTRGV's Entrepreneurship and Commercialization Center (ECC), and went on to receive a $10,000 grant from BCIC's Startup Texas Advancement Fund, a follow-on program for accelerator graduates.

Founder Carlos Ramirez incorporated Manifiq, Co. in Delaware in March 2025, positioning it to be investment-ready from early on. As of his mid-2025 Advancement Fund application, he was the company's sole employee, looking to hire a code developer, marketing associate, sales reps, and customer service reps as the platform grows. The business model charges transaction fees to participating retailers, with additional planned revenue from advertising, affiliate commissions, and analytics.
