Company description
Space Ocean Corp is building orbital logistics infrastructure to deliver water and other fluid resources to satellites and deep-space missions — essentially, as CEO Paul Mamakos has described it in industry press, a "gas station in space" that provides on-orbit refueling and resource transfer so satellites can operate longer, travel farther, and reduce launch costs. The company's flagship platform, the ALV-N (Autonomous Logistics Vehicle – Next Generation), is designed as a multipurpose orbital vehicle capable of servicing customer satellites through proximity operations and resource delivery. The Brownsville-based company went through the Emerging Industries cohort of Startup Texas, the accelerator sponsored by the Brownsville Community Improvement Corporation (BCIC) in partnership with UTRGV's Entrepreneurship and Commercialization Center (ECC), starting with its December 2024 application.
Mamakos founded Space Ocean in September 2021, bringing NASA internship experience into the venture, and has assembled an unusually senior advisory and founding team for a company at this stage — including Dr. Alberto Vasquez-Marquez (a 30-year business optimization veteran who chairs the company's board), Pete Freeland (President and CTO, with 35+ years designing human-rated spacecraft and satellite programs), John Kovalsky (President, a U.S. Navy veteran with logistics experience across the Middle East, Afghanistan, and the Pacific), Dr. Don Platt (an aerospace engineering PhD and former Director of Florida Tech's Spaceport Education Center), and Cliff Silver (CFO, formerly of RCA Records), among several others with backgrounds spanning satellite communications, defense intelligence, and media production.
Space Ocean has been notably active in building industry partnerships since going through Startup Texas. In November 2025, the company signed a Letter of Intent with Enduralock to standardize a docking interface for in-space fluid, data, and power delivery, adopting Enduralock's OneLink docking port across its fluid delivery and servicing platforms. Around the same time, Space Ocean entered an LOI with Space Nuclear Power Corporation to test a 10-kilowatt nuclear microreactor aboard its ALV-N satellite, with the possibility of Space Nukes becoming a core power supplier for future lunar and planetary missions. In May 2026, the company also signed an LOI with Parsimoni to co-develop a software-defined satellite platform supporting academic research and commercial in-orbit computing. In May 2025, Space Ocean formally named a Board of Directors, and the company has been covered by outlets including Interesting Engineering, SatNews, The Katy News, and The Journal of Space Commerce podcast.
